Publish a new add-on

https://{targetURL}/api/v1/addons/publish

Uploads a new add-on package to the marketplace and registers its metadata. The body declares the add-on's name, version, scope, dependencies, and source files. Newly published add-ons are not visible to end users until approved via PUT /addons/{id}/approve.
