Get possible sign witnesses for a protocol

https://{targetURL}/api/v1/protocols//witnessCandidates

Returns the users who can act as witness for the protocol's signature flow — users with the witness-sign permission who aren't the protocol's signer. Use this to populate a witness picker before calling the sign endpoint.
