Records a pre-signature on the experiment and nominates witnessUserID as the witness who must counter-sign before the experiment is considered fully signed. Use this to start the witness-signature flow when your group requires a second signer. The witness then receives a notification and can complete the signing via POST /experiments/{id}/sign.
