Export the local-storage file index for an institute

https://{targetURL}/api/v1/institutes//localStorage/export

Returns the catalogue of files held in the institute's local hybrid storage — filename, location, owner, and timestamps — for use in compliance audits or migration tooling. The caller must be an administrator of the target institute. Use the institute/localStorage/export variant to target your own institute without supplying its ID.
