Returns OAuth 2.0 Protected Resource Metadata according to RFC 9728.
This lets an MCP client discover which authorization server protects the eLab MCP endpoint (/api/v1/mcp) directly from the resource URL. The authorization_servers entry points at the eLab OAuth 2.0 authorization server, whose own metadata is served at /.well-known/oauth-authorization-server.
