Uninstall an add-on for a given scope

https://{targetURL}/api/v1/addons/uninstall

Removes an installed add-on at the requested scope (USER, GROUP, INSTITUTE, or SYSTEM). Other scopes that still have the add-on installed are unaffected. Returns true when the uninstall succeeded.
